Do I Pay $34 Damage Waiver Insurance When Renting A Penske Truck?

I am wondering if my Geico insurance or visa has this variety of insurance already. Would you pay the $34?

If I use my Meet with card to rent a car, Discover will provide me with a Collision Damage Waiver of up to $25,000. Would that count up as insurance? Is that enough coverage, or should I buy additional insurance coverage when I rent a car?
